You can get your IP address by running the utility "ipconfig" from a Command Prompt in Windows 2000 Professional (just type in ipconfig )

If you have Windows 98/ME, run the program winipcfg from the RUN entry in the START MENU selection.

Both of these will return your current IP address, along with other networking information.

Write down your IP address.

The next time you log off your network (assuming you shut down your computer) and reboot and log back on to the internet (should be automatic with your cable modem), run ipconfig or winipcfg a second time and write down your "new" IP address.

If the address has changed from your original IP address, then you have a dynamically assigned IP address.

If it is the same, you most likely have a fixed one - but you need to repeat this over a period of time to verify that it is indeed FIXED.
