Notice that he did NOT say "kill all Arabs" or "kill all Muslims". There is a difference.

Let me also point the legal definition of "enemy of the United States". This is from USC Title 50 Section 2204
(2) the term ''enemy'' means any country, government, group, or
person that has been engaged in hostilities, whether or not
lawfully authorized, with the United States;

and I think you would have to admit that covers al-Qaeda.

Have you got a link to the final passed Patriots Act? The devil is usually in the details in these things.
