What words, words. You want me to believe that Arafat wasn't using the terror groups as a policy ?
If so explain the following :

Palestinian minister Erkat, on Egyptian TV yesterday, and Gaza TV today, says that he has asked Israelis to give the PA 4 or 5 days to arrest the bad guys as they only have started looking for them monday morning.
As the main attacks happened on Saturday night,
