The P4's larger die size combined with the lower throughput of the modified .13µm (hard phase masks to compensate for the delayed-->cancelled 193nm SVG equipment) take up a great deal of any overcapacity. Additionally, both AMD and Intel have scaled back plans for bringing more capacity online (e.g. AMD going for a foundry deal, pushing out a possible new fab for at least a year).

Another good indicator that capacity isn't a huge issue right now is that TSMC has reportedly maxed out its 15µm lines.

The area where overcapacity seems a huge problem is in FLASH.
