Once more for the record, a "fetus" becomes a "baby" when it becomes aware of itself. In order to avoid the difficulty of determining that exact moment and the legal challenges that would result, the arbitrary but well defined time of birth is suggested as the legal definition for when a "fetus" becomes a "baby". In order to sidestep the further difficulty of measuring fractions of head emergence and surguries on fetus the suggested legal definition is when the baby is detached from the mother, i.e. the cord is cut. The ambiguity that remains is slight.
