It may be, but many or most evolve strategies which try to avoid being eaten, at least for as long as possible. The general rule of thumb is to avoid being eaten before having offspring, or barring that avoid being eaten before helping a close relative have offspring. There are probably as many strategies as there are species, perhaps even more.
