And also don't forget there was a completed FAA commissioned report that sat on Bush's desk from the day of his inauguration that detailed the likelihood of terror on the airlines. The report was so strong in its beliefs that terror was imminent that the authors kept issuing personal warnings for the administration to start acting on the report's recommendations. Bush sympathisers say he didn't have enough time to act on the report and that he would have got around to it in the fall of 2001.
