Second option is getting even constitutes a deterrence. With nation states it may, with terrorists it doesn't.
Wanna bet? I think OBL and Mullah Omar are finding that their willingness to die for Allah is somewhat less than they thought- -now that they are faced with the very real prospect of death and no alterntives. And I'd be very surprised if other terrorists are not taking note of the consequences of a serious attack on the US.

And keep in mind that the big problem here is udually not finding a good agent, but dispersing it effectively. That nut cult in Japan first tried a biological weapon- -with essentially no effect.
