The Economist is still saying that this is a tactical, not a strategic, shift on Israel's part. This analysis is wrong-headed imo because something major changed on Monday -- the US took the leash off Israel. Both the US State Department (and btw the equally Arabist British Foreign Ministry) now say only "Arafat has one last chance to crush terrorism". Nothing about Israeli restraint except as concerns Arafat himself; the Israelis are free to go after all of Arafat's security apparatus. They must have taken great satisfaction in blowing up Arafat's helicopters; he is now grounded in Ramallah. No more buzzing round foreign capitals whenever the heat is on.
