Yes, I think that's true, and (at least partially) explains the upmove in the last 2 months. As I recall, the Fed injected lots of liquidity, in the months right before Y2K, and then abruptly shut the spigot off right after 1/1/00. Since the Nas didn't peak till March 2000, there was a bit of a lag till the effect peaked. Since the Fed hasn't yet shut off the spigot, that may mean we've still got a ways to run, before we run off the (next) cliff.
