force people to justify expenditures
The government is not a for profit organization. It is unrealistic to expect it to respond to the same stimulous in the same way a private business. The analogies given by the republicans break down even further as they try to use small business where the owner has a good idea of the all the aspects and impacts of a spending decision, and wonder why a government staff of millions doesn't come to the same conclusions.

This is one of the fables used to distract the real reasons for disrupting the functioning of the agencies. The real reason is to make a quick buck during the turmoil with just "a little" harm done to the public.
