It is quite realistic to expect those who have limited resources to prioritize, business or not. Furthermore, there should be a good case for a regulation. What is the point of being arbitrary in the process? Your cynical imputation of motive is just a cover for those trying to profit from the manipulation of the process, by keeping out competitors and cartelizing industries through regulation. (See, I can impute bad motive too)........
