Deregulation is not the same as reform. The Reagan idea was to just eliminate whole departments for a laissez faire approach. It seems that ailines and banks were the main industries deregulated. The banks collapsed to the tune of billions of tax paid bailouts and the airlines are nearly all of the verge of bankrupcy today. To use my reference, Reagan tossed these industries into the common to fend for themselves, a process that does not work.

That does not mean that regulations need to be used to prop up industries, that is always a danger as the regulators become captured by the regulated. The anarchy approach is known to fail, the monitored approach might fail, that's where accountability comes in.
