He was concerned about US Citizens traveling abroad who might be arrested and tried in secret by civil or military tribunals. Those governments could then point to our secret military tribunals as a precedent. Other governments who might capture our service people could try them in secret before military tribunals. The answer is to bomb anyone who detains an American, that is the view of the hard right here. Freedom and rights don't count except theirs.
