Sure they can -- they've been shooting at the IDF every day for 14 months. Some remnant of sanity has kept them from launching military assaults (not to mention difficulties caused by the Israeli closures), but even that remnant seems to be going, if we can believe Debka's reports of planned Fatah-Hamas-Hizbollah joint ventures.
