One of the things with console systems is that the platform is designed to remain completely stable over the life of the system. If console companies have learned anything, it's that add-ons introduced later have almost no appreciable demand, unless they are completely backwards compatible (and even then, demand is still driven towards the original console components). If Microsoft doesn't understand this, and decides to periodically upgrade the processor, they are going to find that few game developers will take advantage of the extra horsepower, and margins will shrink due to the newer technology. If Microsoft wants to cut the cost of their system, they will stick to the Pentium III CPU over the console lifetime (about 5 years).
