Only if the American Government chooses to.

Is our homeland under attack?

a contrarian view : let say 6000 dead out of a population of 250+ million. Look at the stats in other countries or geographical regions with higher mortality rates amongst a smaller population. Nobody (including in many cases, themselves) gave 2 hoots about their homeland under attack.
