The AG responded to this issue the other day while undergoing questioning by Congress. By some quirk of the law, it is unlawful to provide this info to the particular agency that wanted it. Weird, but not unusual with all the laws on the books. The inquiry group accepted his answer once they heard it, so it must been legitimate.
