no, VZ should offer the same rate like cable modems. YOu pay a basic $39 a month rate for cable(voice) and the on top of that you pay $49.95 a month for all you can use data. then offer data with unlimited amount during off peak and limit the speed somewhat during peak hours. (4-7PM and 6-9am). then follow the cable model even further, which is to run at speed on the major cells as the users grow until such time as they get full spectrum and then put in micro or pico cells in areas which can support the data and voice. My cable modem has done quite well doing this, getting split out about 5 times in 3 years.

The trouble with VZ is that they had had such a long history of these little charges that come out of nowhere, that if they went to bulk like LWIN, they wouldn't be able to put in all the hidden jack em up pricing that they do so well.
