What is the evidence for that statement? The article you linked states that Sharon was responsible because he was in charge, but I don't see anywhere that it says that he ordered the killings.

There isn't any. When Time Magazine charged that Sharon was complicit in the massacre, Sharon sued for libel, and won. It's not easy for a public figure to win a libel case in the US courts.

The real charge against the Israelis is that they did not make efforts to prevent their Phalangist allies from conducting business as usual, which is what the massacre was in the context of the Lebanese civil war, on both sides. Many such massacres preceded Sabra and Chatilla, and many followed. You just never hear about them because there were no Israelis in the neighborhood when they happened. Have you heard of the Damour massacre? or the 1985 Sabra massacre?

What gets me is, the same folks who decry the 1982 Sabra and Chatilla massacre as a horrible war crime, never even bother to indict Elie Hobeicka, the commander of the Phalangist troops who committed it.
