Ossy, right on. And implementing an overlay is what they are doing. Down the road there is also a provision for gateway routers to do what you suggest. Not so far off from what @Home was doing in their walled garden, although, Home was using standard IETF RFC protocols to get it done, and not everybody had their own routing domain on the public net.
