Some businesses in CA have been harmed by fair market competition. The AGs want MSFT to ship an OS which is cheaper and doesn't include any of the additional features. If Windows were a true monopoly, it shouldn't hurt msft to ship the stripped down windows for the current price and add on features and sell the current windows at a higher price. Is that beneficial to the consumers? The fact is that the AGs are out on a vendetta on behalf of the companies in their areas which cannot compete. The Feds look out for everyone.

MSFT should not be allowed to sue for copyright infringement in WA court. It must file the case in a federal court to defend itself. The companies in CA can sue MSFT in federal courts. Since consumers of CA have not been harmed in a direct way, there is no reason for AGs to be involved since none of the state laws have been violated.
