Will try this...when the Constitution was written most of the American population was foreign born. Immigrants were entering at a rapid clip. The language of a a high percentage of persons living in the US was German. Mostly Pennsylvanians.

The Constitution applies to all persons persons in the US. There was no mentions of Citizens because we were at that time all subjects of England. Your point that the Constitution does not apply to non citizens is just not worth considering.

Our Constitution applies to persons on our shores and American Citizens living abroad. It (and the Bill of Rights)is also a code of conduct how our elected and appointed officials should act.

But then again Rush Limbaugh is not a voice to be followed.
