Well, as Fallen Cowboy stated, the hardware would be remarkably similiar to current medical scanning equipment. The difference would lie in the signature analytical software, which would compare explosives signatures against samples that have already been obtained and stored in their database(densities, shapes...). And from that they are able to set their alarm/alert criteria.

Whereas in the medical scanning industry, a human being (doctor.. etc) makes the analysis, the process is automated (but supervised by humans).

So could a medical scanner company do so? Probably. But could they obtain the necessary certifications that would permit governmental purchases of their products??

That could take YEARS, and cost a lot of money in R&D and testing...

That's why all of this hulabaloo about new detection technologies is a red herring.. They aren't certified, nor has sufficient testing been accomplished in many of them. And such extensive testing would be required for the government to have some assurance their sufficient level f detection efficacy.

Thus, like it or not, INVN and L-3 currently have the edge since they have US govt certification.
