I suppose they could if they had a charismatic leader and were very well organized. I don't think, though, that a pacifistic society would be likely to produce that. The pacifists would isolate or otherwise hobble those who are temperamentally incompatible with the dominant philosophy. I think that, once the critical mass was in place, continued pacifism would be quite stable. The probability of a successful transition from where we are to pacifism, though, is not promising.
