How could they do that and remain pacifist?

Well, first of all, they would probably have banned guns and the like. If a miscreant had no weapon more powerful than a baseball bat, he wouldn't be a viable force against a team of pacifists who were inclined to escort him off to a jail or treatment center. Especially if his anti-social tendencies were noticed when he was still a child.
