The Israelis desperately need to have some certainty with respect to a Palestinian spokesman. The Balkanization of the Palestinians into so many different groups, few of which appear to take Arafat's directions, makes him increasingly irrelevant. The only certainty in the messages being delivered to the Israelis occurs when a suicide bomber explodes. There may be no successor to Arafat. Total chaos may be the ultimate negotiating environment. Who are the Palestinian elites and how do they exercise their authority?
