There is not much that you could call the functioning administration of a state or even a political entity, certainly. Prof Kalkili divides the Palestinian political leadership into three camps: the Old Guard, associated with Arafat, the Young Guard, associated with those who rose in the first intifada, and the Islamicists, Hamas and Islamic Jihad. The Old Guard and the Young Guard are both massively corrupt, while the Islamicists are principled. This might be good news if one could forget the ideology that their principles entain. BTW, Hamas delivers the social services in the territories, which makes it especially popular with women.
