TRW - E*Booking

The E*Booking module contains a series of screens used to book an individual into the jail. The booking process is completed through a default flow of screens. All data entered in a workflow for the arrested person is captured by other applicable components of the application and is automatically added to the person's E*Justice criminal history record.

Following completion of a booking, each screen within the flow can be viewed or modified by an authorized user from either the Jail Booking or Jail Maintenance tab. For example, the Booking Information screen is used by the Jailer during the booking process to enter information pertaining to the arrestee. Upon entering this screen, the person's summary information and booking number are displayed. All other fields are enterable and may require data entry if certain conditions apply or if the field has been set to mandatory entry via the Jail Maintenance screen. Selecting the Physical Description button opens the Physical Descriptions screen where physical characteristics of an inmate at the time of booking can be entered. Multiple descriptions for an individual can also be recorded and maintained. This data is then used in the Person Details and Image Search utilities where you can search for an individual based on physical characteristics.

In addition to the booking screens this module also provides functionality in the areas of data import, fingerprint identification, and data transfer to State criminal history database systems:

The Import option allows certain data types (i.e., aliases, arrests, miscellaneous IDs, people, and physical descriptions) in either a NIST or TP600 format to be imported into E*Justice.
The Morpho Touch option uses a third party program that is compliant with national FBI identification capabilities that interfaces with E*Justice to support the download, upload, and verification of fingerprint imaging data. This system captures images and transforms them into a digital representation that is stored in the E*Justice database for later comparison. Recognition software then transforms the coordinate data into minutiae using matching algorithms. The system uses a location name and an IP address to connect to the imaging system and uses the Verify option to activate processing. Individual image files can be uploaded and verified or multiple files can be downloaded via batch processing. The Upload and Verify functions only work for one individual at a time.
Livescan Information is used to send booking and person information to the Identix TouchPrint system. Once booking information is sent to this system, the jailer selects the inmate's name and captures his/her fingerprint images. This information is then transmitted to the State's criminal history records and a copy automatically printed for those parties (e.g., prosecuting attorney, circuit/court clerk, etc.) who continue to be involved in the inmate's criminal processing.

E*Jail

The Jail Maintenance module records and tracks jail events associated with an inmate following the booking process. Jail maintenance screens do not follow a predefined flow and can be accessed by authorized personnel on an event driven or on an as-needed basis. Screens contained within this module are used to track court appearances, medical visits, medication requirements, inmate transportation, and visitors. Inmate’s use of the commissary and an inventory of personal effects including trust account balances are also maintained here. In addition, the E*Jail module interfaces with a third party program that provides the ability to export ANSI/NIST transactions. Export functionality provides a standard data format for the interchange of specific text information and corresponding image files (e.g., demographics, fingerprint images, mugshots, and SMT images).

Each button on the Jail Maintenance tab navigates to a screen where information can be entered or viewed. For example, selecting the Court Cases screen displays the court case number(s) pending or completed for an individual including information regarding current bond requirements for release, if established, and a summary of the most recent court appearance for the case(s). The Jail Roster appears whenever a Jail Maintenance component is activated and by default displays all inmate names, arrival/release dates, and current jail placement. The Inmate Trust component records all account activity for an inmate from the time the account is opened until it is closed. In addition to recording transactions, purchases, and adjustments, the system also provides the ability to bill inmates for damages, medical fees, etc.; track the billing and payment amounts, and allow the user to debit an inmate's trust account whenever funds become available in the account.

Multiple jail reports including file labels, property receipts, property labels, inmate histories and booking sheets can be printed through the Jail Management module. Ad hoc reports can also be generated using Oracle compatible query software such as Crystal Reports.
