Barghouti is head of the Tanzim militia, who have been some of the chief terrorists of the intifada. He is just jockeying for power in the post-Arafat world -- he wants to form a new unity government with Hamas. Pursuing his "terroritories only" proposal would make political sense (this intifada has been remarkably incoherent seen from a political light), but I doubt Hamas is interested -- they are ideologically committed to the destruction of Israel.
