There has been no proven harm to the consumer.

If you don't like Jackson's reasoning, I recommend reading the Appeals Court ruling. It very clear states that while MSFT's abuses, like many antitrust abuses, did in fact provide some benefits (like a free browser) to consumers, they also harmed consumers by limiting choice and subverting the advantages of competition. It is the court's job to weigh the benefit against the harm, and in the opinion of the Appeals Court, the net effect was harm. So in other words, "Was so."
