I don't agree that China and Russia adhere to the treaty, but I do agree with a portion of what you imply. I think the money could be spent better. I agree there are much bigger threats than ballistic missles at this time and more effort(funds)should be put towards prevention of other, more likely attacks (i.e. nuclear suitcase bombs, "dirty" bombs, truck bombs, etc.)
