The problem with it is, if it only goes to certain corporations. ie, does it induce behavior modification. If it is fairly distributed, then it becomes a question of is it beneficial to the general welfare.

Normally, I would give an unqualified yes. Companies have to make their books look like they are either maximizing investments with their cash, or distribute dividendes. But, after the Clinton's SEC, I don't know if the books can be trusted.
