Seems that our Canadian friends had done the definitive anthrax-in-an-envelope experiment before the real thing happened, but their report was classified. They sent a copy to the CDC, but they didn't read it until they found out about it from other sources. The CDC says it would not have changed the way they handled the situation, but you have to wonder, at least about the Brentwood cases.
