Or it could mean that AMD limited what they produced so they could keep loses at a reasonable limit. There wasn't a market for the extra chips, so why produce them? While the market speeded up lately, it takes time to up the production schedules, and their inventory might have been too limited to handle the surge; especially in the XP chips.
