Its some stupid java script that runs every time you run the @Home version of Netscape that resets the proxy server settings and whatnot. AFAIK the only way to deal with it is to clean Netscape off your machine completely, including registry settings and reinstall a version from Netscape site. If you simply re-install it over top it will still use the same java script.
