Dear TP: Hey man, thats why he want to have TESTS!!! Whether it was the correct decision or not only time will tell, but it was certainly an honest decision and above board with the Russians. Personally, since I am sure we would never initiate a strike, I would tell them they are free to work WITH US to build a MUTUAL MISSILE DEFENSE so long as they match us in ICBM reduction. JDN
