I'll lean to the not understanding it for now.

First and most obvious, trying to draw a connection between Bush because he was critisised and Goddard because he was critisised makes no sense. There is virtually no connection between the people or what they were being critisised for. I don't understand.
I was making the point that space travel and moon travel were reasonably considered in the scientific community 30 years before the moon landing, which was in direct contradiction to a somewhat throwaway statement you made.
Your statement seemed to challenge the ability of scientists to make conclusions from 30 years of experience or to make technological predictions 30 years in the future. I showed that in the specific example you stated such predictions were being made, and when found to have merit were supported by the institutions of the day.

To drag it back to the original discussion, it is reasonable to apply the 30 years of experience with deterring missle attacks by use of the ABM treaty and there is every reason to assume that the arms race it was intended to suppress will now begin again, perhaps with new contestants.
