OK so the festival starts tonight and ends Monday night.

Although charity and good deeds are always important in Islam, they have special significance at the end of Ramadan.

This obviously is what UBL means when he says, "the next one will hit her with the hands of the believers, the good believers, the strong believers" during Ramadan. In UBL's twisted mind this is a "good deed".
