It was Clinton's SEC that gave Arthur Andersen the green light to 'overlook' certain things, if in fact there is wrongdoing. But not on Bush's watch. Bush will work hard to restore confidence in the markets, but it will not be easy. But judging by Bush's performance so far in dealing with Clinton's potholes (Osama, the recession), it will be done.
