Can you point to the evidence that supports this view? It seems more like speculation and innuendo, to me, than crystal clear evidence.

The California electricity situation had to do with absurd state legislation on the power industry. The legislation was supported by both the retail power companies and the Democratic party state administration. There are some true smoking guns there for anybody who wants to look (Start with Gray Davis and the head of Edison who are long time friends). Also, at the height of the crisis, it is very telling that the wholesale power provider who was charging *by far* the most for their power, was the State of California.

IMO, the reason that we had the power crisis has more to do with the lack of a national energy policy than anything that any one state government could do (or not do).
