It will be matter of cost efficiency: The cheapest medium is tape in $per MB basis. But CD's may be the lighter and may be preferable since the most important is to keep the payload light.

The company has to built two satellites since one may go astray in a useless orbit. Then we have to have a satellite ready to shoot up in case the one up there fails.

Or we can keep both up there hot standby and we would be backing up both of them, and switching from one and another to see that both are performing according to the standards of quality we set.

The mechanics can easily sort the details.
