That is a special case of limping along....but worth mentioning. There are some instances where trading economic efficiency for subsidizing the promotion of social goals may be justified, for example, Jack Kemp's notion of enterprise zones, where tax abatement is used to attract business to the inner city, thus providing jobs and serving areas where it is hard get to businesses. It may even be economical as long as the government has a commitment to the safety net, although that is more doubtful......
