How short a timeframe for candlesticks?

Does this mean candlesticks can't be valid in weekly or monthly charts? I thought their significance and theory is the same regardless of timeframe.

If their validity is only for short term moves, then that would mean candlesticks are best used only for 1-minute charts. I have never thought that was the case, however.
