Yeah, but here's what it will look like:
Bush gets points for proposing the stimulus plan.
Congress gets black eye for delaying, fussing around and not passing it.
Bush smells like rose.
Actually, much of the plan wouldn't help people until many months for now....so it might be worthless anyway.
