Cybertrader has it.

I just set up an account there, using the CyberX2 platform. Level 2 quotes available, for a high fee, or free if you do a lot of trades. Realtime streaming intraday charts free. It's a subsidiary of Schwab, set up for day-traders. I set up an account there, so I could direct my option orders to the exchange I choose. Having used it for a month, I don't really like it. Am setting up an account at Interactive Brokers, (they also offer the ability to direct option trades, or automatically send the order to wherever the highest bid or lowest ask is, something none of my other accounts do).
