Further down, the article says, "The rioting began last week, but snowballed on Wednesday." Was there any news about rioting beginning last week? Maybe I just missed it.

Argentina is an unusual country. I was there on a technical mission in 1978. Most of the residents are descended from Europeans and think of themselves as such, but the attitude is very much the Latin American "manana". Historically, decisions have often been made by decree without consulting the most knowledgeable people. This accounts for the fact that when Argentina first started TV broadcasting, they chose a mixture of equipment from both the European and US TV standards, so that when it came time to make the transition to color TV they had to kludge together a cross-breed TV standard which is used nowhere else in the world. OTOH, the beef is great and very cheap.
