The Pushme-Pullya beast of Powell/Wolfowitz ultimately provided the right mix, but I wouldn't be comfortable if either pulls policy alone.

funny thing is, that's often how it happens. Think of the Allies in WWII. Left to themselves, the Brits would never have invaded the continent, largely because they were so shell-shocked by the experience of WWI that they were not interested in bloody land combat against the Germans again. And if the American military brass, hot-headed and inexperienced, had gotten its way, we would have done a cross-channel invasion in '43, which would probably have been a giant disaster. The tension between the two, however, skillfully managed by FDR, led to a very sensible and effective war effort--one that turned out much better than any of the individual strategies would have on their own.
