Well, that is not an easy question to answer. First and foremost was the sex coerced by the executive or was the employee looking at star gazing. Then it goes from there was it consensual or coerced, so the question begs a lot of questions, if you are specifically looking at Clinton, then it is simple Lewinsky seduced him and it worked
