I am relatively certain that it was entirely developed by Nokia in house although I seem to recall that they may have acquired a small company in the poitionbing business a few years back.

Several players are licensing E-OTD technology from Cambridge Positioning Systems Limited (CPS) in the UK. I commented on that over here a month or so ago.
